Introduction of the Primary Dental Co-care Pilot Scheme for Adolescents (PDCC)

The Hong Kong Government has launched the Primary Dental Co-care Pilot Scheme for Adolescents (PDCC) as part of its efforts to improve oral health services for young people.

It aims to encourage adolescents to build a lasting relationship with private dentists or NGO dentists by subsidising part of the cost of annual dental check-ups. This promotes regular dental care habits, helping to prevent dental diseases over a lifetime.

Target Beneficiaries

  • Adolescent aged 13 to 17 (or will be aged 13 in the calendar year the application to enrol is made. For the avoidance of doubt, a person will cease to be eligible once he reaches the age of 18);
  • Holds a valid Hong Kong Identity Card; and
  • Has joined (eHealth).
    For eligible person aged below 16, a substitute decision maker (SDM) should register eHealth for him/her.

Scope of Services:

  • Annual dental check-ups
  • Oral health risk assessment
  • Dental scaling
  • Personalised oral care advice
  • Fluoride application (risk-based)
  • Check-up report

Subsidy: The Government provides $200 annually. Participants are required to pay a co-payment fee, recommended at $200, directly to the participating dentist.

  • Contact a clinic of your choice to make an appointment.
  • Receive subsidised services after enrollment.
